When asked if the city’s decision to waive this fee in lieu of mitigation would affect the city’s ability to enforce the fee in the future, Kuhns said the decision is relevant to this case only. In an email May 1, Mayor Paul Kuhns said the commissioners agreed, that rather than take the issue of the fee in mitigation further through the courts at an enormous cost to the city’s citizens, the fee would be waived in the case. Additionally, he wrote, there is no direct relationship between the $3,500 fee charged and a service received by the property owners or a burden to which it contributes. The amount of $3,500 is grossly disproportionate to the city’s direct and indirect permitting costs, said John McKenna, in the suit. Commissioner Stan Mills recused himself and Commissioner Toni Sharp voted no. More recently, the McKennas and Sartain filed a lawsuit with Sussex County Superior Court in March arguing the fee in lieu of mitigation was an unlawful tax.ĭuring a special meeting April 24, following an executive session with Walton, Rehoboth commissioners voted 5-1 in favor of settling with the Country Club Drive property owners by waiving the fee in lieu of mitigation. Ultimately, the shade tree commission voted to allow the property owners to cut down the tree, but pay a $3,500 fee in lieu of mitigation. The property owners estimated it is 50 to 60 years old. During that hearing, evidence, in the form of a picture, was presented showing the tree was more recently planted. In a report prepared for the shade tree commission’s hearing in October, Lingo estimated the tree to be approximately 150 years old with a 56-inch caliper, defined by city code as the diameter of a tree trunk measured one foot above the ground. Squeegee – A silicone blade can make short work of removing water or glass cleaner from windows but isn’t ideal for window tint.Plus it is even worse than paper towels when it comes to protecting your tint. Newspaper – Newspaper is one of those things that some people swear will get glass cleaner and streak-free better than anything else.Paper towels are fine on glass but should be avoided on a tinted window. Also, there is no nap at all so any grit on your tint will get dragged across the surface and likely cause fine scratches. This paper-based product isn’t the softest choice. Paper Towel – It may seem like a natural choice you have handy at home but window tint is very delicate and can be easily scratched.It comes with microfiber bonnets that fit the tool, an extendible handle, and a pointed shape that makes cleaning corners a snap. Stoner’s makes an excellent Reach and Clean Tool which I highly recommend. A window cleaning tool is a handy addition that makes reaching difficult spots a breeze. Others can require quite a bit of stretching and bending to reach the furthest corners. Window Cleaning Tool (Optional) – Some cars and trucks are easier to reach the entire window without any trouble.I recommend something more plush for cleaning tint, like their Eagle Edgeless 500 Detailing Towels. They also make some awesome towels specifically for cleaning windows that I highly recommend. They make high-quality but inexpensive products. This is one of the best cleaning tips I can give you. Microfiber is best for all of your detailing tasks. Paper towels or terry cloth will let grit stay on the surface where it can easily leave fine scratches as you wipe across the entire window tint film. These towels are extremely absorbent but they also are known for trapping dirt and grit in the nap of their fibers. Microfiber Cloth – You might initially think a paper towel or regular terry cloth wound be fine to clean tinted car windows but if you want to ensure you don’t scratch or otherwise damage your window tint I highly recommend microfiber.It gives me better control when cleaning my car window. It comes in a few different forms such as wipes and aerosol but I prefer the spray bottle. Invisible Glass is my go-to choice for cleaning tinted car windows or regular untinted glass because it is the most streak-free product I’ve used personally. One of the biggest considerations when choosing a glass cleaner is finding one that will not only safely clean your tinted windows but won’t leave streaks. Ammonia-based products could damage the film and eventually cause it to crack and peel away. A good ammonia-free cleaner, like Stoner’s Invisible Glass, will be extremely effective at removing any residue on your windows and tint film. It’s important to find one that doesn’t contain any ammonia though.
